Proposed
amendments to Bylaws
The
following proposed amendments to the Local 7-232 Bylaws are being recommended by
the Bylaw Committee.
The
proposed amendments were read at the October
24, 2002 membership meeting. Membership will consider these amendments at the December 5,
2002
meeting. These amendments require approval of two-thirds of the members voting
for approval. All changes in bylaws are also subject to approval of the PACE
International president.
ARTICLE
VII - MEETINGS
Delete
Article VII, Section 4
There
shall be a regular stewards' meeting held at least four (4) times per year.
Reason
for proposed change:
This
is being proposed to reduce cost and because we have had low attendance at these
meetings. Steward meetings will instead be called on an as-needed basis.
Probable times for such meetings would be after steward elections and prior to
and during contract negotiations.
ARTICLE
XIV - LOCAL UNION OFFICERS AND ELECTIONS
Amend
Article XIV, Section 4 as follows:
Section
4. Nomination and acceptance Any
member desiring to run for Local Union office must notify the Recording
Secretary in writing, prior to or within 48 hours fifteen (15)
minutes of the end of the nomination meeting, of his or her
desire to accept nomination for a specific office.
The terms of office shall be for two (2) years.
Reason
for proposed change:
The
current 48 hours has been interpreted to end normally on Monday afternoon, after
a Thursday meeting. This has resulted in uncertainty as to who the candidates
are until that time, this gives short notice in elections to fill vacancies that
take place within two weeks of the nomination meeting, normally the following
Friday.
Section
5(a) Discharge grievance
appeal
Discharged
employees, whose grievances are not recommended for arbitration by the
Bargaining Committee, have the right to appeal their case at the next regular
monthly membership meeting, and shall be so notified by the Local's Recording
Secretary in writing. This appeal shall be voted on by secret ballot, by the members of the
unit involved that are in
attendance at that particular meeting when debate on the grievance is ended.
Reason
for proposed change:
This
is in response to members requests. They felt that this would reduce hard
feelings and peer pressure in making a difficult decision. Members have said
that they felt pressure to support the discharged member even when the case
lacks merit, and they have also said that they did not feel comfortable taking
sides against the decision of the Bargaining Committee or Grievance
Representative. It is hoped that this will permit members to feel free to vote
their conscience in the matter.
Amend
Article XXI, Section 4 as follows:
All
proposals for new or amended By-Laws will be published in
the Local 7232 newspaper or
on
the Local 7-232 Web Site and posted on shop bulletin boards
with notice of the meeting at which they will be acted upon after being
presented at a membership meeting and before the meeting at which they will be
considered for adoption.
Reason
for proposed change:
To
reduce costs, the mailing of the Local 7-232 Reporter will end. Instead the
paper will be published on line, at www.pace7232.org and
printed in some form for distribution in the shop, at Union meetings and at
retiree functions.
