State enacts Unemployment Extension for early March

     In early January, the Wisconsin Unemployment Insurance  Advisory Council proposed legislation that will provide extensions of up to 8 weeks for members who have exhausted their benefits and are still in an open benefit year.

     The Advisory Council is made up of representatives for workers and employers. The bills they propose are normally rarely opposed or amended, since they are based on an understanding between both workers and employers.

     The Governor has said that he will support the legislation and it is likely to pass with little trouble.

     Advisory Council co-chairs James Buchen, vice president of Wisconsin Manufacturers and Commerce and Phil Neuenfeldt, secretary-treasurer of the Wisconsin State AFL-CIO, issued a joint statement after the special meeting called to propose the extension that said, “In Wisconsin’s long tradition of labor and management coming together, we have come up with a package that will mean workers have an added safety net of services at the same time we see an infusion of money put back into the economy to turn things around. We now urge the Legislature to act quickly on this proposal to ensure workers can access benefits in an expedient manner.”

     As drafted, the bill would provide extended benefits for those who qualify beginning the week of March 4, 2002.

     Congress is still considering various Federal Economic Stimulus Packages that include varying amounts of assistance for laid off workers. If a Federal Extension is enacted, it will supersede this bill and federal funds will pay for the extension. If no federal bill is passed the benefits will be paid for from the Unemployment Insurance Trust Fund.

    Note: The Wisconsin Assembly passed this bill, AB. 742, 99 - 0, on January 29th. The State Senate is scheduled to act on this bill on Tuesday, February 5th.

          The Wisconsin Senate passed the bill on February 5, with a 32-0 vote. The Governor has declared that he supports this bill and is expected to sign it quickly.

        The bill passed intact, so benefits should become available on March 4th. The web-site for the Wisconsin Department of Workforce Development, Unemployment Compensation states that effected workers will be notified.

        The Federal Economic Stimulus package has been passed and has been signed by President Bush. States must opt into the extension. This should be almost automatic for Wisconsin, since the legislation for the State 8 week extension contained provisions to have the 8 weeks be part of the 13 weeks funded by the Federal UC Funds if the the extension passed.
